I have the honcur to forward to you a memorandum I
have prepared on the history of joint-stock companies in
their relation to extraterritoriality and the powers of
Hongkong to legislate in the matter. I am informed
that this was the difficulty in the way of the establish-
ment of a registry in Shanghe thirty years ago, but I
have been unable to obtain the correspondence.
I send herewith a further despatch from Sir F.
Lugard covering copies of two memoranda by members of
the Hongkong bar and a copy of my reply. Whilst
sympathising with His Excellency in his aspirations I
cannot but feel that the pretensions of the Hongkong bar
to limit the jurisdiction of His Majesty's Courts in
China whilst extending that of Hongkong beyond its
